The Nine Dwarven Holds tend to keep to themselves. With the war far away and the great mountains protecting them, the Dwarven Lords officially withdrew from the Western Alliance mere days after the Day of Dread. Despite leaving the Alliance, the dwarves are still more than happy to mine and sell the materials they gather deep underground.
